Jae, I already posted your plugin idea a few days ago, I will delete it to not to duplicate posts. The geotagging for files is definitely something we want to implement.
Creating interface that would allow to drag-and-drop locations on a map would be a bit more complicated feature. I will have to investigate the possibilities, I'm not sure it can be implemented with Google API.
