You can create submenu links by clicking "show links" in administration panel of topbar. Then input boxes for sublinks should appear. In case you don't see "show links" section, you probably have a tempalte which changes size of div's. Please turn off your template for a while, change settings and turn on template again then. You can also use firebug to change styles of links for one page load although it's a bit more advanced.
